Good and Bad News for Dog Lovers in Chandigarh as New Pet Regulations Take Effect

The Chandigarh Municipal Corporation (MC) has implemented new pet and community dog bylaws. These regulations are designed to encourage responsible pet ownership and address public safety and hygiene concerns. 

Key Changes Announced 

The MC has issued several important updates under the new regulations: 

  • Ban on six breeds: The American Bulldog, American Pit Bull, Bull Terrier, Cane Corso, Dogo Argentino, and Rottweiler are now restricted. Existing owners may keep these dogs if they are registered, but new registrations are prohibited. 
  • Mandatory registration: All pet dogs aged four months or older must be registered with the MC. Unregistered dogs will be considered in violation of municipal regulations. 
  • Fines and penalties: General violations will incur a fine of Rs 500. A penalty of Rs 10,000 applies if a dog defecates in public places or litters feeding zones. Unpaid fines may be added to water or property tax bills. 
  • Number of dogs per household: The number of dogs allowed depends on the property size.
  • Up to 5 marla (around 1,125 sq. ft.): 1 dog 
  • For three-story homes: one dog per floor 
  • Owner responsibility: Pet owners are fully liable for any injury or damage caused by their dogs. 
  • Community dog care: Feeding zones for community dogs will be established in consultation with Residents’ Welfare Associations (RWAs). Maintaining cleanliness in these areas is required. 
  • Animal welfare and enforcement: The MC may inspect homes or shelters following cruelty complaints. Dogs may be seized and registrations canceled if violations are identified. 

Reactions from Dog Owners 

Many pet owners across Chandigarh have expressed mixed feelings.
The new rules provide clarity for pet ownership and support cleaner neighborhoods. The emphasis on registration and organized feeding zones for stray dogs is viewed positively by many residents. 

However, some residents are disappointed by the breed restrictions and limits on the number of dogs per household. Several owners also consider the Rs 10,000 penalty for public defecation excessive, suggesting that awareness campaigns would be more effective. 

What Pet Owners Should Do 

With the new rules already in effect, dog owners in Chandigarh should act quickly to comply. 

  1. Register your dog if it is older than four months. 
  1. Check if your dog’s breed is restricted under the new laws. 
  1. Ensure your home complies with the limit on the number of dogs allowed. 
  1. Keep public spaces clean when walking your pet to avoid penalties. 
  1. Engage with RWAs to maintain feeding zones for community dogs.
